Strategic Objective for Energy Efficiency: The Cogeneration Power Plant

The Cogeneration Power Plant located on the Petromidia platform represents one of the most significant energy projects developed in Romania in recent years, making a decisive contribution to increasing the operational efficiency of the country’s largest refinery and one of the most complex in South-Eastern Europe.

Rompetrol Energy was established in 2012 with the purpose of developing and implementing the Cogeneration Project - one of the priority investment directions supported by the Kazakh-Romanian Energy Investment Fund (KREIF).

This initiative is carried out in partnership with the Ministry of Energy, through the Midia Thermal Power Plant, reaffirming the commitment of the Rompetrol Group / KMG International to remain a strategic investor in Romania, actively contributing to the modernization of the energy sector and to the support of the national economy.

Rompetrol Energy is majority-owned by the Kazakh–Romanian Energy Investment Fund, alongside Rominserv and the Midia Thermal Power Plant. As of 30 December 2025, Rompetrol Energy became the sole operator of the cogeneration plant, assuming full responsibility for its operation and performance.

Brownfield Investment with Integration of Existing Infrastructure

The Cogeneration project is a brownfield investment, involving the takeover and capitalization of the technological assets of the former Midia Thermal Power Plant, subsequently renamed Midia Green Energy. In addition to the existing infrastructure, the project also integrated specialized technical personnel, ensuring operational continuity and the transfer of the know-how required for the operation of the new equipment.

The final acceptance of the works, completed at the end of 2025, confirmed that the plant operates at its designed parameters, following an extended period of technological and endurance testing.

Technological Performance and Energy Capacity

The cogeneration plant is equipped with two Siemens SGT-750 gas turbines, recognized for their high efficiency and reliability, as well as two heat recovery steam generators, integrated into the production flow to maximize overall energy efficiency.

The installed electrical generation capacity is approximately 80 MW. The plant is fully integrated with both the Petromidia refinery and the National Power System (NPS), ensuring:

  • a constant supply of 60-70 MWh of electricity to fully cover the energy demand of the Petromidia platform;

  • the production of up to 180 tonnes per hour of process steam, tailored to the industrial process requirements of the refinery.

Integration with the NPS allows, depending on the operating regime, the export of surplus electricity to the national grid, contributing to the stability of the regional energy system.

Through this investment, Rompetrol establishes a sustainable model for integrating natural resources into the local fuel production chain and strengthens Romania’s role in regional energy security.

The primary fuel used by the plant is natural gas (approximately 75% of the total), supplemented by process gas resulting from the refining operations on the Petromidia platform. This combination reduces dependence on external resources and supports local energy production.

To ensure supply continuity, a pipeline of approximately 4 kilometres was developed, connected to two independent supply sources, including domestic production from the Black Sea area. The infrastructure is designed to ensure operational safety and long-term flexibility.

In parallel, the project includes a dedicated installation for gas compression, filtration, heating, and mixing, as well as two gas regulation and metering stations (GRMS), essential for controlling fuel flow and quality.

Technological Testing and Commissioning

The commissioning of the turbines took place following a comprehensive testing program conducted between February and December 2025. The final endurance test validated the stable and simultaneous operation of electricity and steam production in integrated mode with the Petromidia refinery.

Commercial operation became possible after obtaining all required certifications and authorizations, including the commercial license granted in early December 2025.

The new cogeneration plant marks a strategic step in the valorization of natural gas from the Black Sea, a key local resource for Romania’s energy transition.

By using cogeneration, the need to purchase electricity from external sources is significantly reduced, optimizing operational costs and strengthening strategic control over energy supply within the KMG International Group (Rompetrol).

At the same time, the project contributes to the reduction of carbon dioxide emissions and to the overall increase in energy efficiency of the Petromidia platform, fully aligned with the Group’s sustainability objectives and European decarbonization policies.
