Rompetrol Rafinare will start developing a photovoltaic power plant with an installed capacity of 4.8 MW and an energy storage system of approximately 9 MWh, within the Vega Ploieşti refinery.
The total value of the investment is estimated at almost 27 million lei, of which approximately 7 million lei is financed through the Modernization Fund and approximately 20 million lei is Rompetrol Rafinare's contribution.
The project is to be implemented by December 31, 2028, in accordance with the funding call deadline.
The photovoltaic power plant will directly contribute to the efficiency of energy consumption, increasing the share of renewable energy used for self-consumption and reducing carbon emissions. The photovoltaic power plant is estimated to produce over 6,200 MWh of renewable energy annually, with the entire amount to be used for self-consumption.
The estimated annual production is equivalent to approximately two-thirds of the annual electricity consumption of the Vega refinery, compared to the budgeted level for 2025.
At the same time, the planned storage system will allow for more flexible management of the energy produced and optimization of its use, depending on the consumption profile and operational needs of the refinery.
By implementing the project, Rompetrol Rafinare estimates an annual reduction in greenhouse gas emissions of over 3,800 tons of CO₂, contributing to improving the energy and environmental performance of the industrial platform.
The investment continues the modernization and efficiency process of the Vega refinery, which has led to increased yields and more efficient technological processes. An example is the modernization of the Vacuum Distillation plant, completed in 2022, which allowed the yield to increase from approximately 60% to almost 90%.
In parallel, the refinery's specific energy consumption decreased from 2.65 GJ/t in 2017 to 2.42 GJ/t in 2025, representing a reduction of approximately 9%.
In the last 20 years, Vega has fundamentally changed its operational profile, giving up crude oil processing in 2004 and specializing in obtaining value-added products, adapted to market needs.
Currently, Vega is the only bitumen producer in Romania, providing approximately 20% of domestic needs, and the entire production is intended for the Romanian market. The refinery can also produce polymer-modified bitumen, which offers increased resistance to wear and temperature fluctuations.
Vega is also the only producer of n-hexane in Romania, a product used in the food, petrochemical and other industrial applications. The portfolio is completed by solvents, chemical gasolines and heating fuels.
The refinery's operational evolution continues to be supported by investments and process optimization. In the first half of 2026, Vega processed 163,550 tons of raw materials and registered a record bitumen production for the first part of the year, over 48,000 tons, an increase of 40.5% compared to the same period of the previous year.
The significant shareholders of Rompetrol Rafinare are KMG International (54.63% - directly and indirectly) and the Romanian State, through the Ministry of Energy (44.7%).
