Rompetrol Energy, the operator of the cogeneration plant on the Petromidia platform, has successfully tested the plant’s capability to operate in island mode and to start up without power supply from the National Energy System (SEN), under the hypothetical scenario of a large‑scale blackout.

This capability has been certified through several exercises conducted together with industry partners, the most recent being conducted under the direct coordination of the national company Transelectrica and in collaboration with several partners, including the National Company Nuclearelectrica SA.

Extensive exercises were also conducted recently to test islanded operation together with the energy storage facility in Gălbiori. As a result, the cogeneration plant can support industrial producers specialized in energy generation, including renewable energy, in addition to the direct support it provides to Romania’s largest refinery.

“Through the exercises conducted in recent months, the essential role played by Rompetrol Energy in ensuring energy stability in the Dobrogea region, a strategic area for national infrastructure, has been reconfirmed. Thanks to our production capabilities and our ability to operate in island mode, we can maintain uninterrupted supply for critical industrial consumers, particularly for the Petromidia refinery, a production unit vital to the national economy,” stated Boris Bucur, General Manager of Rompetrol Energy.

By participating in extensive exercises with industry partners, the company has contributed to strengthening the framework required for integrated testing of equipment, procedures, and communication flows, ultimately ensuring operational resilience in major emergency situations.

Without the current configuration, in which the cogeneration plant acts as the main electricity supplier, the refinery would need to be powered directly from the National Energy System, which could generate a regional energy deficit in Dobrogea and affect system stability during emergency conditions.

The cogeneration plant on the Petromidia Năvodari platform is one of the most important energy projects developed in the Dobrogea region in the past 15 years.

Its installed capacity is approximately 80 MWh of electricity, and the plant can supply up to 180 tons of steam per hour, fully covering the energy needs of the Petromidia refinery.

The plant is fully integrated with both the refinery and the National Energy System, with the ability to feed surplus electricity into the grid depending on the operating regime.
